At the moment some sex toy manufacturer use so called elastomers for their sex toys.
An elastomer is a polymer with the property of elasticity. The term, which is derived from elastic polymer, is often used interchangeably with the term rubber, and is preferred when referring to vulcanisates. (if you are really into chemicals look for here for details .)
Basically elastomers are a group of materials and rubber is one of them . So,l we are looking at a group of materials that are used in sex toys. I you think you will find all substances on the package and if you know all the different terms for the mixes that can be made, then go for it. But you could have a silicone-rubber mix and still find it under elastomer toy.
Unlike other sites on the web I do not dare to tell you that elastomer toys are free from anything. All I can say is that surely there is no silicon involved and surely it is much cheaper than silicon. Like always try to get some information on the website of the manufacturer. It is your health, so spend some time to figure it out.
For me it is just another good reason to produce my adult toys with 100% pure silione. This way my customers know what they get.
